Diogo Manuel Pereira is an international lawyer specializing in International Arbitration, Public International Law, and Investigations relating to corruption, money laundering, sanctions, and terrorist finance. Mr. Pereira is based in Washington D.C. and is admitted to practice in the District of Columbia and Florida. His practice focuses on all aspects of international disputes and investigations with significant experience in Latin America, Europe, the United States and the Middle East. Prior to founding with De Almeida Pereira, Mr. Pereira worked with leading international law firms in Paris, London, and Washington DC.

Representative Experience

  • Advising a Middle Eastern government in respect to the defense of claims of expropriation under a Bilateral Investment Treaty that is ongoing before the Permanent Court of Arbitration in The Hague.
  • Advising Middle Eastern government in relation to an investigation of sanctions violations, terrorist finance, and nuclear proliferation.
  • Advising the World Bank Group in relation to an assessment of the judicial system and adequacy of contract enforcement in Portugal.
  • Advising an international oil and gas services company in relation to allegations of bribery in Mexico.
  • Advising an international medical technology company in relation to an internal investigation of fraud, corruption, and organized crime in Mexico.
  • Advising an international pharmaceutical company in internal investigations with respect to allegations of bribery and corruption in Brazil.
  • Advising Crystallex International Corporation in obtaining a record-setting $1.4bn award in compensation for Venezuela’s expropriation of one of the world’s largest untapped gold mines. This is the largest ever ICSID (Additional Facility) award.
  • Advising Tenaris and its subsidiary in obtaining a total of $386m from two awards against Venezuela for the expropriation of its investments in three companies in Venezuela’s steel sector.
  • Counsel to a dredging company in bringing ICSID claims against the Republic of Philippines.  The claims, under a bilateral investment treaty, allege expropriation of a concession agreement.
  • Counsel to Millicom in ICSID proceedings against Senegal.  The claims, brought under the Netherlands-Senegal bilateral investment treaty and the arbitration agreement in a mobile network license, arose out of Senegal’s attempted wrongful termination of a mobile GSM license.
  • Negotiation of cooperation agreements with DOJ, in the USA.
